Grassroots Mobilization
Network
Building on our discussion of voter awareness campaigns, here is the Grassroots Mobilization Infrastructure that the Tinubu Youth Vanguard Organisation (TYVO) has already established—and is actively expanding—to deliver on its promise of 10 million votes in 2027 .
This structure moves beyond traditional rallies to create a permanent, ward-by-ward presence across Nigeria.
- 100,000+ Flyers Distributed:
The group has already disseminated over 100,000 informational flyers directly to polling unit coordinators nationwide, ensuring consistent messaging at the most granular level of the election process. - Physical Help Desks:
They have set up permanent help desks in major markets and religious centers (churches/mosques) to engage citizens directly, answer questions about government policies, and assist with voter registration. - Six Geopolitical Zonal Offices: To coordinate this vast network, TYVO recently commissioned six dedicated vehicles for the six geopolitical zones, significantly enhancing their capacity to reach all areas effectively
- Ministerial Patronage: TYVO has strategically enlisted Senator John Owan Enoh (Minister of State for Industry) as its patron. This provides direct access to policy wins (e.g., the 21% growth in non-oil exports) that can be showcased to voters as proof of effective governance.
- APC Linkages:
The group operates with the endorsement of the APC’s Head of Mobilization and Support Group, ensuring their activities align with the broader party strategy while retaining their identity as a volunteer-driven citizen movement. - Allied Associations:
With over 5,000 allied groups across the 774 local governments areas in Nigeria. TYVO stands firm as a political machinery to ensure the vanguard delivers on its promise of 10million voters to President Bola Ahmed Tinubu
3. The “Political Evangelism” Model
TYVO describes its work as “political evangelism” taking the administration’s achievements to every corner of the country through trusted, non-official channels
- Message:
Focus on tangible wins like student loan disbursements, improved security metrics, and economic accessibility to give voters concrete reasons to support continuity. - Method:
The group acts as a “civic bridge,” simplifying complex government policies into accessible formats for grassroots audiences.
4. Leveraging Lessons from Existing Youth Networks
TYVO’s model aligns with and learns from broader youth mobilization initiatives across Nigeria:
- The YOUT-E-LIISE Model:
This initiative aims to mobilize 8 million young Nigerians across 8,000 wards, proving that structured, ward-level engagement is the gold standard for reaching youth . - Community of Practice (CoP) Framework:
As seen in peacebuilding efforts, “community ownership” is critical for sustainability. TYVO’s help desks and local coordinators embed ownership within communities rather than relying solely on external rallies .
Summary: A “Three-Legged Stool” for Grassroots Power

- Leg 2: Leadership Partners
- Leg 3: Volunteer Energy
